Department Of Home Affairs Organogram, An organizational chart (often called organization chart, org chart, organigram(me), or organogram) is a diagram that shows the structure of an organization and the relationships and relative ranks of its parts and positions/jobs. The term is also used for similar diagrams, for example ones showing the different elements of a field of knowledge or a group of languages.

Director-General’s Office

Purpose: 
The support the Director-General in the execution of his functions and ensure that resources allocated to the Director-General: support are managed in an effective and efficient manner.
Functions:

  • Oversee the operations of the Director-General Support namely document management, administration, and policy support
  • Liaise with internal and external stakeholders on issues pertaining to policy, strategy, high-level coordination of systems/ processes and other content issues involved with the Office of the Director-General
    Advise the Director-General on a wide range of issues
  • Undertake research and compiling reports for the Director-General
  • Coordinate the implementation of high-level decisions within the Department
  • Participate in the development of the strategy, policies and plans for the Department
  • Manage various strategic events, projects and programmes identified to meet short, medium and long term objectives of the Director-General’s Support/ Director-General

Intergovernmental Relations

Purpose:
To manage intergovernmental and International Relations in the Department.
Functions:
International Relations: To provide support to the Department in fostering regional and international cooperation, in immigration and civic matters. Manages and coordinates bilateral and multilateral engagements of the Department, including events with strategic importance to the country.
Integrated Governance: Responsible for:
– External stakeholder Management sub- directorate deals with engagements and signing of MOU’s with internal and external stakeholders,
-Parliament Liaison and Cabinet Support sub- directorate is responsible for all parliamentary engagements of the department, Cabinet matters and Clusters (FOSAD).

Policy and Strategic Management

Purpose:
To ensure an informed policy, strategy, planning and organisational performance management function that is aligned to government priorities and frameworks.

Director-General Support

Purpose:

Civic Services

Purpose: 
To carry out the Department’s core functions: grant rights and citizenship to eligible persons.
Functions:

  • Status Services: Maintains an accurate register of all citizens and immigrants who have acquired the right to permanent residence; registers births, deaths and marriages; provides travel and citizenship documents; provides financial assistance to citizens abroad by paying for their visas and air travel costs if they wish to return to South Africa and have no means of doing so; and determines and grants citizenship.
  • Identification Services:  Oversees issues relating to identity, such as fingerprints, photographs and identity documents.
  • The Customer Service Channel is a multi-channel service through which external and internal customer enquiries are resolved.
  • Provincial Civic Services:   Ensures the delivery of civic services and the relevant support functions in the provinces.

Immigration Services

Purpose:
To regulate immigration in line with South Africa’s skills and investment needs and to manage refugees and asylum seekers in South Africa.
Functions:

  • National Immigration Services Support:  To provide support for the national immigration branch by managing Immigration Services’ operations, business intelligence and research functions.
  • Asylum Seekers Management:  Formulates and implements procedures with regard to the determination of the status of asylum seekers; provides advice to Refugee Reception Offices on policy matters; issues enabling documents to refugees and serves on the Tripartite Commission of repatriating refugees to their country of origin – in terms of the Refugees Act.
  • Inspectorate:  Enforces compliance with the Immigration and Refugees Acts and Regulations; manages the national immigration inspectorate; manages deportations of illegal foreigners and coordinates the investigation of non-compliance in the different zones.
  • Port Control:  Strengthens borders and ports of entry throughout the country – controls entry into and departure from South Africa in terms of the Immigration Act and devises control strategies aimed at promoting and protecting the integrity of the Republic.
  • Foreign Offices Regional Coordination:  Coordinates and renders support functions to South African missions abroad on all Home Affairs functions such as issuing of visas and permits to applicants, also face value documents to South Africans living abroad.
  • Permits: Monitors, evaluates and controls permits and visa functions; provides, administers and maintains permanent residence activities at Head Office, provinces and foreign offices; facilitates the fulfilling of permit applications to enable the movement of skilled workers to the country.

Finance and Supply Chain Management

Purpose: 
To ensure effective and efficient integrated financial services and supply-chain management systems.

Information Services

Purpose:

  • Develops and implements an Information and Communication Technology (ICT) strategy to support operational needs of the business
  • Coordinates and manages IS projects in an integrated manner to realise the strategic objectives of the Department

Counter Corruption and Security

Purpose:
To prevent and combat corruption in order to protect and promote the integrity of the Department of Home Affairs
Functions:

  • The investigation and prosecution of corrupt officials in DHA.
  • The investigation of syndicates involved in organised crime related to DHA.
  • Providing support to mandated security structures on crime and corruption related projects (e.g. SAPS).
  • The constant research, analysis, implementation and monitoring of processes with a view of preventing corruption.
  • The identification and analysis of all relevant risks, trends and tendencies in the Department concerning fraud and corruption.
  • Providing feedback to Management on all related risks at Head Office as well as Domestic Offices to determine preventative measures.
  • Providing guidance, advice and recommendations regarding work procedures, code of conduct and ethics.
  • The implementation of preventative measures and raising awareness around fraud and corruption.
  • To enforce physical security and access control and the safe guarding of DHA assets, staff and clients.
  • The assessment and evaluation of security risks and implementation of mitigating measures.

Purpose: 
To provide a strategic and transformed human resource service within the Department.
Functions:

  • Ensures the effective development of human resources strategies and the alignment of the organisational structure to the Departmental strategic plan and objectives
  • Manages a responsive human resource administration service and provides a platform for holistic employee development and wellness
  • Provides a platform for sound employee relations, ensuring that Departmental practices are legislatively correct and employee-sensitive
